Dinçer Karakoyun, born in 1980 in Nicosia, Cyprus, is a Corporate and Technical Consultant at INNOMAR Marina. He graduated from Dokuz Eylül University with degrees in City and Regional Planning (2002) and Urban Design (2005). His master’s thesis focused on urban transformation in İzmir.

In 2005, Dinçer founded an architectural design and planning office, offering consultancy on zoning plans, real estate appraisal, and feasibility studies. Notable projects include the 1/5000 scale Master Development Plan and 1/1000 scale Implementation Plan for Afyon’s Sinanpaşa District and renewable energy projects across Turkey.
